I've noticed that I haven't been able to apply shoes to any of the dolls I make in the Anime BMP Girl, no matter what I do. Has that happened to anyone else?

It is a bug. It has been reported in the Bugs forum. http://www.dollwizard.com/forums/showthread.php?t=12494 No idea when or if it will be fixed though.
